In accordance with our constitution officers are elected annually, at the end of the AGM. The only members of the Community Council who are specifically excluded from office are the ex-officio members, the Fife Councillors.
Candidates to be proposed and seconded at the meeting. If there is a contest the candidate or a supporter may speak briefly. A paper ballot is taken. Ties will be broken by a suitably random method.
Number to be determined by the meeting.
The last year has I believe been a typical Community Council Year with continued debate and sometimes arguments meaning that occasionally meetings have stretched beyond the normal finishing time of 9.30.
The important factor however is that all meetings have been conducted by all concerned with the well-being of St Andrews in mind.
During the year we have introduced :
1) Our Quarterly Bulletin to provide on-going information from this Council.
2) The Honorary/Honoured Citizen Award with the first recipient being Mr Gordon Christie. (A worthy recipient).
The minutes of our monthly meetings provide a true and accurate detail of the many other matters and issues discussed.
These minutes also indicate the volume of work that the various bodies within the Council carry out.
I would like to express my personal thanks to the ChairPersons of the Sub-Committees and Committee Members for their endeavours.
Thanks are also due to our Local Fife Councillors for their regular attendance, information and guidance during the year.
There is however one member who deserves a special thank you from us all - He is Pete Lindsay our Secretary who once again has continued to provide us with his usual high quality service.
With the Community Council Elections being deferred until the Autumn it is my hope that we can continue to carry out our duties and perhaps pay particular attention to some of the following on going items:
1) Continue pressure for Civic Amenity Site.
2) Continue monitoring of the Town's Traffic Flow situation with regards to road layouts and Pedestrian Crossings.
3) Continue to be involved in the efforts to secure a new Hospital for St Andrews.
I would personally like to continue my efforts to find a solution to the Town Centre problems by continuing the discussions between Residents, Hoteliers, Merchants (particularly Publicans), Police, University, Students and Young People of the town.
Hopefully a Code of Practice can be drawn up before the start of the next University Year.
I would like to finish my report with a final thanks to all for their efforts this year and for putting up with me in the chair.

The attached audited Annual Statement of Accounts for the financial year 2000-2001 is submitted for the approval of Council.
The 200 Club Account and the C.C. Trust Account are not included in the Statement as separate accounts are produced for them by their management committees.
Two copies of the complete signed audited 2000-2001 Accounts are available for reference if required - one being held by the Secretary and the other by the Treasurer. Two further signed copies, after approval of the accounts by Council, will be sent to the East Area Finance Manager, Fife Council as required by regulation.
Councillors are asked to please note that 'Secretarial Expenses' includes stationery, printing materials, publicity, newsletters, agendas, minutes, posters, photocopying, a service to several C.C. Committees, etc. This year it also includes the cost of a toner cartridge for the Community Council's Laserwriter. It should also be noted that 'Rec. Committee Chairman's Expenses' include costs arising from the Garden Competition, St. A. Week Art & Photographic Exhibition, Best Kept Town etc.
Members of Council are reminded that claims for payment of expenses should be made using expense claim forms obtainable from the Treasurer.
As Treasurer I am somewhat concerned that £3948.02 is still being held within the Millennium Account and would suggest if this sum is not to be used by the Millennium Committee for some appropriate project it should be transferred to the General Fund.
