There will be a meeting of the community council immediately after the AGM on Monday 7th May in the Burgh Chambers of the Town Hall. There will be a short break at about 8pm when the 200 Club draw will be taken.

6.1. Licensing Hours Meeting

(April 6.2.) Was attended by a surprisingly small number of people, ten including the press. It does not seem that there is a lot of concern about the current situation in the town. Only two, residents of the Geyfriars Garden/North Street area, spoke for restrictions on licensing hours. Murdo Macdonald spoke as Chair of this council for a joint approach and against hasty decisions. Another speaker pointed out the advantages of controled circumstances for drinkers rather than parties in residential areas, both these being backed by Marcus Booth. I spoke, as an individual resident, against restrictions.

Because of pressure of other commitments (eg Rymonth) Archie Strachan has resigned this position.

7.3. Queen Elizabeth II (sic) Golden Jubilee

The Royal Mint offers us the opportunity to express and interest (rather than actually commit) in purchasing commemmorative golden jubilee medals, either generic or customised with our emblem or inscription.

7.4. More Craigtoun Road Streetnames

Fife Council invite us to suggest an appropriate street name for the housing development comprising 80 mixed dwellings by Campion Homes at Craigtoun Rd. It is currently known as "Kinness Park" for marketing purposes.

(The names for the other part of the development go to committee for approval Tue 8th May)

7.5. ASCC AGM

Will be held Saturday 9th June at Easterbrook Hall, Dumfries. Agenda will be circulated soon.

8.3.1. Membership of Community Council - Barry Joss no longer resides in St Andrews and is therefore no longer eligible to be a community councillor here.

We are now 3 community councillors short of our full complement of 20 members.

8.3.2. Bus Service to Leuchars Station - (April 6.2.) no letter was sent to Stagecoach/Fife Council as news arrived that Stagecoach would be changing schedules to serve the train.

Appendix A - Use of the Arms

Extracts of Ken Cochrane's letter

I am writing to request continued permission to use the Coat of Arms of the Royal Burgh of St Andrews Community Council on the Internet web site www.Saint-Andrews.co.uk and associated printed information describing the site including a CD-ROM.

In the past year the site has raised some £205 from the USA for the St Andrews Harbour Trust pier restorations with perhaps about the same amount again being raised in the UK1. The site is actively promoting, with "banner ads", the St Andrews Pilgrim Foundation and the Quad Fund at Madras. In addition to information pages for the Community Council, the site now also hosts, at no charge, pages for the St Andrews Music Club, and continues to offer that service free of charge to any recognized charitable organization in the St Andrews area.

I am happy to say that the site is enjoying considerable popularity with some 20,000 unique visitors each month, and roughly double that during the Open. It now features 50 linked 360 degree panoramic scenes of St Andrews from the top of the Square Tower to the bottom of the castle mine; a Bulletin Board; a St Andrews quiz with prizes; a multimedia presentation of the Kate Kennedy Procession with audio commentary by David Joy and video clips; electronic postcards; and of course screen savers of the town and Kate Kennedy Procession.

This year I plan to add virtual reality scenes of the old course, a screen saver of St Andrews by night, and a Macromedia Flash guided tour of the town.

At all times I endeavour to credit and use the arms in a proper manner as required by the Council and described by Lord Lyon King of Arms. The council of course retains the right to specify use and/or removal from the site, or future publication.

1 Funds raised in the USA are converted to pounds and have been sent to the St Andrews Harbour Trust. Funds raised in the UK are sent by contributors directly to the Trust and I have no way to value these other than by number of contacts stating a donation was sent.

List: Potholes (40mm/1.5in) in the road, damaged pavements (20mm/.75in), missing or damaged toby covers, blocked drains, floods, defective streetlights etc.

Identify the location (Street and number on closest house or streetlight for instance).
