5.1. Police Community Representatives forum

We are invited to send a delegate to this consultation forum at Cupar Police Station, 7pm Wed 15 November.

"...you will have the opportunity of being updated on current Force and Divisional Initiatives as well as giving my Management Team an insight into your perspectives and local priorities for preventing crime and the fear of crime. I am pleased to advise you that Mr Kenneth McInnes, the Force's Deputy Chief Constable, will be in attendance and looks forward to having the opportunity of speaking to local Community representatives."

Correction: the basis for declaring a 'casual vacancy' in community council according to the Scheme of Administration is item 8.1

"(c) unreasonable non-attendance by an elected member at meetings for a period of six months;"

not six meetings as stated last month.

5.3. Meeting with Iain Smith MSP

For information - Iain Smith has written to let us know that he suddenly finds himself with more free time, making the follow-up meeting mentioned in September rather easier to arrange now.

5.4. Leuchars - Edinburgh 8.17am service

For information - John Yellowlees, Scotrail's External Relations Manager replies to our letter

"We are now investigating scope for reinstating the service from May 2001"

5.5. Membership of the Tourism Management Plan working groups

For information - Archie Jamieson has provided this information as requested last month (Oct 3.2.5.). Appendix D.

5.6. Common Good Fund

For Information - Iain Smith MSP has forwarded a reply from Stuart Allan, Head of Law & Admin, Fife Council regarding funding for the Byre Theatre. In area of our concerns Mr Allan says

"The proposals in respect of the Council's support involved drawing on funds from the St. Andrews Common Good Fund and the Donald and Margaret Ross Bequest and were discussed at length with St. Andrews councillors. The matter was then put before the Council's Policy and Resources Committee. The support package was agreed unanimously by the Committee and the Committee's decision was subsequently approved by the full Council.

"The Council thereafter took steps to explain the position as fully as they could - given certain matters of commercial confidentiality involved - and a meeting was arranged involving elected members and representatives of the Community Council on 7th April. There was a very full and constructive discussion at that meeting which I think was very helpful. I certainly understood the Community Council to have appreciated having had the opportunity of discussing matters with the Council's representatives."

Iain Smith has written further seeking clarification of which committee should properly take decisions relating to the Common Good Fund.

6. New Business

6.1. Problems at City Road

A resident of City Road has written to ask our assistance and backing in dealing with:

(i) inconsiderate and dangerous parking in Alexandra Court, potentially making access impossible to emergency vehicles and certainly blocking refuse collection vehicles, resulting in refuse going uncollected for several weeks on occasion.

(ii) The proliferating wheelie bins on the east side of City Road. These are often overflowing and thus present a health hazard as well as being unsightly so near the West Port.

Police, Health and Cleansing have all been contacted about these problems but seem unable to act.

(I have copied the letter to the Police and Local Office for comment - PL)

6.2. Census 2001

Next year (on 29th April) is the ten-yearly census.

Alastair Robertson, the Census Area Manager for Fife, has offered to come and speak to community council about it in January 2001.

List: Potholes (40mm/1.5in) in the road, damaged pavements (20mm/.75in), missing or damaged toby covers, blocked drains, floods, defective streetlights etc.

Identify the location (Street and number on closest house or streetlight for instance).

1. It was a very constructive meeting. All sides agreed that there were real concerns with both problems of behaviour and the loss of the Association's license extension.

2. In some ways this situation has been beneficial as it concentrates minds on the matter of Town/Gown relations and on a determination to improve them.

3. Residents can be assured that the University and the Students Association have disciplinary procedures which will be vigorously applied when necessary.

4. No objections were made by the representatives of the Town groups to the Association's occasional late licenses between now and January.

5. It was agreed to form a working party with representatives from all interested groups to address the problems discussed today and devise a set of solutions to be implemented without delay.


Appendix C - Recreation Committee

Senior Citizens- Xmas Tea

Despite the setback in funding, thanks to the efforts of Murdo Macdonald and the positive response to our 'Appeal Letters' all is on course and a good time will be had by all on the 19th December.

Art & Photo. Exhibition

This will be set up in the Victory Memorial Hall on Monday 27th Nov. Stands will be brought in from 8am and the Paintings will be brought over from the Local Gov. Offices from 8.15am

The Exhibition will be open to the public on 28, 29, and 30th Nov. 10am to 4pm. Assistance will be required to steward the Exhibition and you are all asked if you would volunteer for this and possibly the 27th.

The Preview is on the 27th Nov 7.15 to 7.30pm.

2000 Club

Chairman's permission is requested for the draw.


Appendix D - St Andrews Tourism Management Programme Group Membership

The principle of establishing a series of groups to take forward the Action Plan from the Tourism Strategy was agreed at the Consultative Forum of the Programme on 2 September 1999.

This general meeting was attended by representatives of all the groups and organisations involved in the TMP - Merchants, Preservation Trust, University, B&B Association, Visitor attractions, and Community Council in addition to the various public sector bodies involved - Fife Council, Fife Enterprise, Kingdom of Fife Tourist Board, and Historic Scotland.

Representation on any group is open to any organisation. The groups are intended to provide a forum for discussion facilitated by a lead person, and to reflect these views back to the Consultative Forum every six months. Each group appointed its own lead person once it was established.
