Who will attend?
The East Fife Divisional Licensing Board wishes to obtain as wide a range of views as possible on late night licensing hours in the East Area of Fife, to held the board to consider future policies. To this end they have circulated (in mid September) a long and involved questionnaire for return by 29th September...
There are copies available for any interested community councillor fill in and return as soon as possible.

6.3. NEF Local Health Care Co-operative
Dr John Bell, Chair of the LHCC, would like to speak to us in November to tell us of their progress in their work to get a new hospital and health centre for St Andrews.
Is November agreeable?
This is a non-profit charitable company providing transport services for groups and individuals. They would like to speak to us to explain how our involvement could help promote transport in our community.

This organisation provided useful advice when I wrote on behalf of Community Council on Leuchars hours. In view of the continuing threat there and the cuts in useful services by Scotrail I feel it would be useful to support this organisation, as their membership fee is not unreasonable at £12.

(i) Does Council wish the summer series of bandstand concerts to continue at the Bow Butts in 2001?
(ii) If so, would Council please consider appointing another organiser.
For Information of Council - Of the twelve concerts scheduled for this summer's series at the Bow Butts Bandstand unfortunately four had to be cancelled (two due to inclement weather and two due to cancellation by the bands concerned). No concert was arranged for the Sunday of the Open Championship final as the whole of the area around the bandstand was required by the R & A. I am greatly indebted to Pete Lindsay for all his assistance on Sundays and in particular for taking over when I was on holiday. The concerts still appear to be popular as the performances do attract considerable audiences,
For consideration by Council.

The attention of Councillors is drawn to the rapidly deteriorating state of the coastal path along the Kinkell Braes. There are several places where the condition of the path is particularly bad, principally,
(a) at the east end of the caravan site where some years ago there was a landslip (previously reported) erosion is still taking place and now the subsidence has reached a state where the situation could be described as potentially dangerous. Walkers have to clamber down and up makeshift steps in order to proceed along the sunken section of the path which is about 10 metres across. The condition at this part of the path and surrounding area is progressively getting worse.
(b) further east the lower path is now so overgrown it has become almost impassable in places.
(c) the section leading up the hill to the upper path has become swampy and muddy with surface water from above making the descent a slippery hazard.
(d) the upper path is also suffering from surface water from the adjacent caravan site making it extremely muddy and slippy - some channelling required here.
(e) again moving east the stone steps descent from the cliff top walk to the shore has become very overgrown making the descent a bit difficult and less than pleasant.
(f) at Kinkell Ness the section of the path which runs at the foot of the cliff has become extremely muddy with water from the construction site of the new East of Scotland Water treatment works.
(g) furth of the Rock and Spindle there are places where the path has eroded to such an extent that walking along it is becoming difficult and hazardous
Maintenance, upgrading and part realignment of the coastal path is urgently required if it is to be retained as a safe and enjoyable right of way for walkers. Putting up notices to say the path is dangerous is simply not enough. It is probably worthy of note here that considerable improvements and upgrading of the coastal path between Queensferry and Crail have already taken place.
Attention might also be drawn to the condition of the section of the path leading uphill to the caravan site from the seashore. This is also in need of maintenance and upgrading. During the summer months in particular it is a busy walkway used a great deal by caravan residents.
Proposal - That the attention of Fife Council be drawn to the rapidly deteriorating and potentially dangerous condition of the Kinkell Braes coastal path and beyond to Crail, and request that the matter receive urgent practical attention.

6.8. Tentsmuir/Eden Liaison Group
Meets 6pm 3/10/00 at the Eden Estuary Centre, Guardbridge.
Agenda includes cycleways, interpretation strategy (notices).

6.9. Stepped Area, Pavillion Tearoom
Fife Council Estates Services have been approached by the
owner of the Pavilion Tearoom who wishes to buy the concrete steps
(over which she already has right of access) to make her property
more marketable.

6.10. Fife Health & Lifestule Survey 2001
For information - This will be a follow-up to the 1996
survey. It will be sent to a random 1% of the adult population
of Fife. We are invited to comment on the content of the survey
(Will pass to Health, Education & Welfare)

6.12. Golfing Sheep
(How did I forget this one...)
For information - We have been contacted by Jim Norgrove
of the Professional Caddies Association (Caddie Hall of Fame)
about an artwork exhibition to be mounted over summer 2001.
"We want to install approx. 100 sheep which are each 6 feet tall, in various golfing poses, they are made of fiberglass, mounted to concrete bases and will be painted, dressed, redesigned etc by various artists from the St. Andrews area art community. If you can, try a computer search for "cows on parade" to see what they did in Chicago. We are doing lizards here in Orlando."
If I understand correctly the sheep will be auctioned as a fundraiser for the Hall of Fame at next year's Dunhill.
I have directed the promoters of this interesting concept to Fife Council in the first instance as I'm sure there are Planning, Economic Development, etc implications.
8.4. Millennium Committee
Greyfriars Garden: The committee considered that it was unlikely that any new source of funds to buy the site was likely to emerge in the near future. This being so the possibility of leasing the ground (preferably at a nominal rent and for a realistic period).as suggested by Dr Riddell ought to be further explored. It is believed that it would in that case be possible to have the ground landscaped without cost to the council.
Dr Riddell has since pointed out that although the owner has been contacted twice as yet no reply has been received.
Photographic Project: It was agreed to write to the Citizen again and also to insert a paragraph in the Council's proposed Bulletin in the hopes of arousing a response to the project.
Millennium Ceilidh: The committee is considering whether it would be useful to repeat the ceilidh this year, and wishes to ask the council for its view on this point.
