Tom Steedman, Area Manager, Cleansing & Waste Mgmt wrote with proposals for trial manned collection points over September weekends. Details were circulated around easily contactable members and comments passed back.
for information - Set by Fife Council Local Services Committee - Mondays: 5 Feb, 5 March, 7 May, 8 Oct, 5 Nov. Half day Thursday.
A letter was written to Fife Council's Head of Law & Administration, Mr D Stuart Allan, expressing some concerns of Community Council at the use of the Ross Bequest and Common Good Fund to support loans to the Byre Theatre for the next 20-25 years, and asking for details so that we might better understand the arrangements and what would be left of the two funds for other use. The letter emphasised our support for the completion of the Byre.
Mr Allen replied that he could not discuss the details for reasons of commercial confidentiality. He stated that
1. It is in the public interest that the Byre be completed, and that Fife Council should play a part.
2. It is entirely appropriate that Fife Council's share of the funding be borne by the Common Good Fund and the Ross bequest.
How does Council wish to proceed?
"The current Tourism Management Programme in St Andrews has been running for two years and the constituent public bodies would like to review progress to date and investigate whether any refocussing is necessary to meet the aims of the agreed Tourism Strategy for the town."
Archie Jaimieson of Fife Scottish Enterprise would like to meet with Community Council to obtain our views on the Programme to date and what might be the direction for the future.

Kate Hughes, Locality Manager, writes:
"It has been brought to my attention that there is no longer a bracket to attach banners to on the building of the Victoria Cafe - this was seemingly removed by the owner during refurbishment.
"A decision was taken last year that Roads Service would contribute towards the relocation of fixing points if a suitable location in Bell Street could be found. Unfortunately, when staff of the Road's Service approached the property owner, no one would agree to allow the works to be done.
"It has been suggested that either the St Andrews Community Council or Merchant's Association consider taking ownership of the fixing points, with financial assistance from Roads Service. I would appreciate your comments and any advice you may have on the best way of liasing with property owners to take this forward."
How does Council wish to proceed?
The Board of EoS Water will hold its next meeting in the Victory Memorial Hall at 2pm Friday 8 Sep. There will be presentations about servicews, development and the environment. If there are any issues we wish to raise they'd like notice to enable them to have information readily available.

Judges comments:
"A quality environment - general tidiness very good considering a major event (Open Golf) had just taken place and also the influx of day trippers. Hanging baskets in the town are very good and well maintained. A pity the dead tree in South Street had not been removed / replaced and also the street furniture in Logies Lane required some urgent attention.
"The garden area at Greyfriars Gardens was a blackspot especially so situated in the Town Centre.
"A number of the buildings in the town centre in need of maintenance especially above shops."

Garden Trophy Awards will take place on Thursday 28th September in the Burgh Chambers at 6.45pm.

(Keith Harding is Conservative front bench speaker on Local Government and Housing. He is based in Glenrothes but, as a list MSP, will be holding monthly surgeries in St Andrews soon.)
Subjects discussed
Planning - inequity between developers and objectors in matter of appeals on decisions. KH noted that concern with the current system is widespread, but no one wants to open up the way for harassing appeals. We suggested a formal role for CC He also pointed out a route of appeal through the Ombudsman. FGR suggested developers fund appeals through a returnable bond system.
Recycling - lack of a recycling/civic amenity centre in largest town in NE Fife, despite there having be land and money scheduled at reorganisation in 1996/7 by NE Fife District Council.
Hospital - expressed our concerns over the slow progress over the last 10 years. KH to write in support.
Common Good Funds - discussed the lack of local control of this "local" resource, due to successive local government reorganisations.
Community Councils' Future - a thread running through the other discussions was the need for more actual power to do things, rather than just consultative status, at a local level currently represented by CCs, though noted not all areas covered by a CC. Concerns at the lack of follow-up to the Macintosh Commission report last year, which was generally favourable to CCs. KH expressed his party's support for CCs and de-centralisation.

Appendix B - Newsletter
Last month we discussed the possibility of organising a Quarterly Bulletin to the population of the Town with a view to, hopefully, getting a better interchange of ideas re matters affecting the Town.
I am still adamant that this is the way forward and essential if we wish to improve the profile of the Community Council.
Unfortunately, Dr. Riddell is unable to report the information required for this months meeting, so I took it upon myself to obtain the costings below to see if we could develop matters and reach agreement. If so the first of our quarterly issues could possibly be completed and delivered as soon after the October Meeting of the Community Council .
The intention of the first Bulletin would be to provide an A4, two sided sheet with an introduction from myself and an article from the major committees giving a broad outline of their tasks and what issues they have dealt with over the last 2/3 months. Attached to the first issue would be a one off sheet giving names, addresses and telephone numbers of all Community Councillors and also details of where the Community Council minutes are available. In addition there would be a tear-off section for individuals use should they wish to raise any issues with the Community Council.
Following discussions with Kate Hughes from the Fife Council's Local Office One-Stop Shop, she sees no problem in putting a small post box in the One-Stop Shop where individuals can leave their concerns, worries or problems.
As stated earlier, I am firmly of the belief that this is the way forward and by working constructively with our electorate, we can not be accused of being a small talk-shop where no-one knows what is happening except ourselves. I also believe this would give us greater credibility with Fife Council.

Additional Speaker - Sandyhill Road Residents Association on the proposed conversion of current houses for the homeless (in Sandyhill Rd) to a hostel.
West Sands Beach Parties - there is a meeting to review authorisation for such events, we are invited to send a representative - 10am Tues 12/9/00, Fife Council Local Office, St Mary's Place.

Waste Collection Trial - will commence 9th September. A staffed collection facility (lorry) in 2 locations (1.5 hrs each) for 4 Saturdays and Sundays. Adverts to appear soon. (I was told the locations but lost the details - sorry).
Remembrance Sunday - Mrs P Hill of Scottish Poppy appeal contacted me to ask for an indication of what sort of wreath we would like. A standard 17" wreath is £15.92 with an insert Community Council for another £1 sounded quite reasonable.
Scenic Map - progress review (29/8/00) Scenic Maps, Ken Fraser, Pete Lindsay. The map is substantially complete but a number of detail corrections of street names etc were recommended. Mr Rattray of Scenic Maps will soon start recruiting advertising sponsorship for the map, and hopes to have it up by Christmas.
Tenant Participation Seminar - a.k.a. the rent setting seminar - Saturday 23 Sep, 10am - 3.30pm (including lunch, crèche & transport), Rothes Halls, Glenrothes - we are invited to attend, preferably Fife Council tenant members of council or tenants living in this area.
