There will be a meeting of the Community Council on Monday 1st May immediately following the AGM in the Burgh Chambers of the Town Hall, Queens Garden.

(Read for corrections of substance - harangue the secretary for minor (spelling etc) mistakes outwith the meeting).

3. Presentations

(for anyone wishing to address the meeting on a matter relevant to St Andrews. Please contact the secretary or chair before the meeting. Priority will be given to those who have been invited to speak or given advance notice).

3.1. Police - The Open

Chief Inspector McLeod will give a short presentation on policing plans for the Open and answer questions. (Due to other meetings he won't get to us until after 8pm).

5.1. Sponsored Swim

(April 6.3.3.) Dorothy M Johnson writes to thank us for the £22 sponsorship collected at the last meeting for donation to the Scottish Huntington's Association.

"Being a less well known charity it is particularly encouraging to receive your support and for me it makes what is an enjoyable swim even more worthwhile".

6.1. Common Good Fund

Following newspaper reports in mid-April about Fife Council's apparently generous top-up funding for the Byre actually being taken out of the Common Good Fund revenue, crippling it, Dave Carstairs of Cupar CC approached us. While not commenting on the specific case of the Byre, as it is obviously off his patch, he wondered whether we would be interested in a meeting/forum with the other CCs who have CGFs in their areas. His concern is that Fife Council is targeting CGFs as the first line of local funding rather than a special resource. He would like a common front on common good and a lot more local control rather than, as he saw it, rubberstamping decisions taken in Glenrothes. He suggested approaches to MP/MSPs. [PL]

7.3.1. St Andrews Day Holiday - (April 6.3.13.) Mr Keith Raffan MSP writes to inform us of his St Andrews Day Holiday motion, lodged 20 March 2000.

St Andrews Day - National Public Holiday (S1M-00670): That the Parliament recognise the significance of St Andrews Day as Scotland's national day, and calls upon the Scottish Executive to declare St Andrews Day a national public holiday to enable all to celebrate the best of our pas as well as look forward to the future.

7.3.2. Fife Health Council - copies of Healthwatch newsletter for circulation: Nominations for special awards for health care professionals (by 28/4!); new immunisation programme for Fife kids; contact details for local health care co-operatives; their opposition to hospital car park charges.

7.3.3. Fife Health Council recruitment - various members of the Health Council having been fired for incorrect thoughts or resigned in sympathy (if the papers are to be believed) the Health Board is seeking replacements...

7.3.4. Association for the Protection of Rural Scotland - notice of AGM 20th May at Berwick-on-Tweed - need to let them know by 12th May if we will be attending. Annual report mentions St Andrews in connection with Kingask and Green Belts.

7.3.5. Fife Community Safety Partnership - send a copy of Making Fife Safer - A Strategy for Action and of the Fife Community Safety Action Plan 1999 - 2002 for circulation.

7.3.6. Fife Millennium Cycleways Project newsletter - Multimedia Kiosk; Route Update; accommodation for cycle tourism; Ride the Net; Relay Round the Kingdom; National Cycle routes; Event Calendar; Bikes on TV.

7.3.7. Changes to Bus Services in Fife - From 1st May - S2 withdrawn and replaced by new & modified 93 & 94; 64/A to call at the Health Centre; 100 - half hour service extended to full route; 23 to Kinross (eve) withdrawn; 95 minor timing changes & morning commuter run starts in Bogward; Services to Edinburgh affected by refurbishment of St Andrews Sq Bus Station. Details from Bus Station - timetables are available.

7.3.8. Local Holidays 2001 - Fife Council Law & Admin request comments on these proposed dates:

7.3.9. Railway Development Society - have responded to a query and sent advice on opposing ScotRail's plans for Leuchars, and promise more. They have suggested contacting the Rail Users- Consultative Committee for Scotland with our concerns.

7.3.10. Home Safety Forum - meets in Cupar JP Court Room 7pm 8/5/00. On the agenda: reports on Home Safety, Fire Service, Trading Standards, Police, RoSPA.

8.4.1. Greyfriars Garden site - efforts are continuing to raise money for the purchase, but responses are still slow. Other means of fundraising are being considered. An application to the Common Good Fund is in preparation.

8.4.2. Photographic Record - by the time of the meeting it is hoped that a letter will have appeared in the Citizen suggesting that local groups might take photographs of their members in the way previously mentioned.
