There will be a meeting of the Community Council at 7pm Monday 3rd April in the Burgh Chambers of the Town Hall. There will be a 10 minute break at about 8pm.

4.1. Fife Rural Community Safety Seminar

(March 6.3.2.) held on Tuesday 8th March 2000 - Chris Lesurf attended - see Appendix A

4.2. Waste Collection Site

(March 5.1) Wrote outlining the problem of the lack of a waste centre as discussed last month, asking for a meeting to discuss possibilities, funding etc. [PL]

Reply from Bob Lawrie, Head of Cleansing & Waste Management:

"The service has submitted a request annually, as part of the budget process, identifying costs associated with the provision of a civic amenity/recycling facility at St Andrews. As you correctly stated, to date this has not been approved by Council in view of other issues taking a higher profile for expenditure.

"I have copied your letter and this reply to Tom Steedman, my Area Manager (East), 01334-412996, and have suggested he contact you to arrange a suitable date for a meeting to discuss the various possibilities outlined in your fax."

Who will meet Mr Steedman or his officials, when the time comes?

5.1. Call for 20mph speed limit

"To assist Fife Council in their efforts to meet the new targets set by National Government of a 40% reduction in the numbers of persons killed or seriously injured particularly children on the Kingdoms roads, St Andrews Community Council calls on Fife Council to introduce an urban speed limit of 20 m.p.h. within the area of St Andrews covered by the existing 30 m.p.h. speed limit as soon as it is practicable."

5.2. St Leonard's School Fête

On Sunday 21st May 2000, St Leonards plans to open its gates to the people of St Andrews for a fête, the proceeds of which will be donated to the St Andrews Harbour Trust for restoration of St Andrews Pier, and to the new Byre Theatre towards their appeal fund.

The fête committee (of staff, parents and students) would like to invite your organisation to join us in our fund-raising for these worthwhile projects. With your help we hope to mark our 123 years as part of St Andrews with an occasion which is worthy of the Millennium year, and to raise a considerable amount of money for these worthy local causes.

The fête will take place from 2-5:00pm and our invitation is for you to set up a stall or attraction within our grounds to raise money for the Pier and the Byre. By encouraging your friends and supporters are to visit the fête, you will also be supporting local causes.

Appendix A - Report On Fife Rural Community Safety Seminar

held on Tuesday 8th March 2000

Those present included representatives of groups for crime prevention, racial equality, family aid, VONEF, several community councils, the police and Fife Council. The seminar was organised by Norma Graham who is employed by Fife Rural Partnership formed in 1996 with about 30 members including organisations such as Fife's Health Board, Constabulary and Council. She mentioned the

a) Community Safety Projects Fund which can give grants up to £5.000 for community groups which have some other resources, involve other partners and contribute to Fife's safety strategy.

b) Youth Information Scheme - via the web, internet etc.

c) Home Safety Grants which are available to

i) all council tenants

ii) residents aged over 70

iii) people in receipt of means-tested benefits

Fife Council was represented by Jayne Baxter who mentioned that grants are available via the Scottish office and £47,000 had been obtained to provide door-to-door transport for people round Tayport to the P.O., doctor's, hairdressers etc. The Mobus ring-and-ride system runs 9am-5pm Monday to Friday and can be booked a week in advance. She handed out copies of a paper titled 'Developing Accessible Passenger Transport Services: Participation Framework' which aims to improve mobility generally and any StACC member would be welcome to borrow mine.

She also allowed us to take as many copies as we wished of the Way Ahead - Fife Council's booklet and questionnaire on travelling in Fife (just let me know if you want any to distribute).

The police were represented by Tim Kendrick, the Community Safety Co-ordinator for the Fife Community Safety Partnership (FCSP) which includes Fife's Council, Constabulary, Fire and Rescue Service, Health Board, Chamber of Commerce, Licensed Traders Association and Racial Equality Committee and CVS Fife. He showed several overhead projections (and promised to send me copies) and circulated a leaflet titled 'Making Fife Safer 1998/99' which you are welcome to borrow for more details. It includes the following information (and states that a 3 year action plan would be published but that wasn't mentioned at the seminar). FCSP was formed in the autumn of 1998 and agreed the following priorities:

i) reducing crime and fear of crime particularly violence, harassment, intimidation, high volume property crimes such as house-breaking and malicious damage

ii) promoting community safety through action drug misuse

iii) promoting road safety and safer travel

It includes the Chief Constable (chair), senior Council officers and the Firemaster, meets 6 times a year and has developed links with other partnership groups including Fife's Drug and Alcohol Action Team, Rural Partnership, Health Alliance, Child Protection Committee and Domestic Violence Forum as well as setting up 3 area working groups and 5 short life task groups. The latter were for CCTV co-ordinating, overseeing Anti-social Behaviour Orders, challenging racial violence and harassment, promoting safety of vulnerable rural groups/improving mobility and monitoring Fife's Road Safety Plan for 1998-2000.

FCSP's East Area group agreed 2 early priorities: crimes of dishonesty (housebreaking and theft from property) and youth disorder. It is working with the young people's working group to develop joint action on young people and community safety and held a community safety event in St. Andrews in March last year.

I feel there are many positive projects worth advertising!

Appendix C - Recreation Committee

1. St Andrews Week Exhibition

It was decided that as prizes are awarded to the Photographic Section awards should be made to the Arts Section. Dates have been put forward but have to be agreed and confirmed. At the moment it does not appear that we can hold the usual Preview on the Friday evening as it has been let despite our earlier request.

The first meeting of the Sub-committee will be held in April.

2. Senior Citizens Xmas Tea - Dates are being negotiated at the present time. Once these are ratified then arrangements can be finalised.

3. Garden Trophy Awards - The awards will be presented in the Council Chambers on Thursday 28th Sept. at a time yet to be agreed.

4. Hall Charges - These are still the subject of negotiation but it is expected that charges will be made for the Victory Memorial Hall.

5. 200 Club - Report by Archie Strachan. Request Chairman's permission for 200 Club Draw.

Please note that a meeting of the Recreation Club and the Exhibition sub-committee will be held later in April at a date still to be agreed.


Appendix D - Report of the Millennium Committee

1. Greyfriars Garden Site

While responses to our financial appeal are still slow coming in, we are now beginning to get one or two expressions of support.

Mrs Lawrie is circulating a special appeal letter to shops in the vicinity of the site.

2. Photographic Record

It is intended to place a letter in The Citizen making the suggestion that any local organisation interested in recording its members for posterity should organise a group photograph (at its own expense) and send the community Council a copy for preservation. It is suggested that the resulting collection be presented to the Preservation Trust Museum.

Report on the second meeting of St. Andrews Community Council's Committee for Health, Education and Welfare held on 9th March 2000

1. Present: Chris Lesurf and Chris Young

Absent: Joe Peterson

2. Correspondence: reply from Stagecoach head office in Kirkcaldy wrt men's toilet at St.A bus station: refurbishment being evaluated but won't come to fruition for at least another year; Fife Council won't consider installing a 'Super-Loo'; signage will soon be erected advising public of toilet about 250yds away.

Chris Young suggested asking Fife Council (FC) where all the public loos are in St.A, when they are open and which bus routes and how much support FC gives to Stagecoach.

I agreed to draft the letters but later learnt from Pete Lindsay that StACC committees have to put all letters through StACC itself.

3. I reported on the Fife Rural Partnership Safety Seminar I had attended (similar report should have already been circulated to StACC attenders) and passed on to Chris Young the copy of 'Developing Accessible Passenger Transport Services' from the rep. from FC's Social Work Dept.

4. The schools advert competition was discussed at some length.

5. I agreed to find out from VONEF the voluntary organisations on their mailing list with a view to possibility of putting an article in their newsletter. (since found the info on their web page)

6. We agreed to suggest to StACC that we invite someone from CARF to a StACC meeting to find out what services they now offer in StA partly because they gave few statistics in their annual report, partly because leaflets (about housing benefit being overpaid) they had printed by another organisation were on the counter in StA but only mentioned their Cupar office, partly because no tel.no for St.A is given (Cupar CARF is in Dundee Yellow Pages, all the West Fife CARF offices are in the Edinburgh one and all bar StA are in the ordinary Fife tel. directory - 5 under Citizens Advice & Fife Rights and Cupar under Citizens Advice & Rights Fife) and partly because they apparently offer less than 20% of the manhours the CAB used to and no free legal advice.
