Agenda November 1999
There will be a meeting of the Community Council at 7pm on Monday 1st November in the Burgh Chambers, St Andrews Town Hall. There will be a 10 minute break at 8pm.

2.1. General
(Apologies received on behalf of PC Cumming who is on sick leave, operational pressures will probably prevent another officer from attending to give the police report/answer questions).

4. Matters arising from previous meetings
4.1. Local Services Committee meetings
(July 7.4.2.) The next meeting will not be reinstated in St Andrews, but there will be consultation with community councils in the East Area to find the views of their communities on the value of being able to watch local government in action, and to be able to question it.
4.2. West Port Flag
(September 5.3.6.) Historic Scotland's delay in raiding the flag properly was because of the building materials from the work at the West Port Hotel blocking the door to the port. When the time comes to replace the existing flag a light blue Saltire will be used.

5.1. Student Finance Inquiry Public Meeting
From Steve Durrant: There will be a public meeting of the Cubie Inquiry at Lower College Hall on Wednesday 3rd November at 1:30pm in Lower College Hall. Members of Community Council and the public are more than welcome.

6.3.1. Fife 2010 - Community Plan - attended a consultation event in Cupar 18/10/99. There seems to be a bit more to this than we first anticipated and a community council response to the discussion paper seems a good idea. There will be a General Purposes committee meeting 29/10 to attempt a draft reply for discussion/approval at this meeting - the deadline for comment is 31/10 but I've asked for an extension because of our meeting dates.
6.3.2. Planning Training - Planning Service is offering a training seminar for community councils 9.30pm 20/11/99 in Glenrothes. Only one place per community council is guaranteed but given the level of planning interest and activity in St Andrews I've asked for more. If we get an extra place or two who is interested?
6.3.3. Resignation of Sean Dobson - This leaves us with a vacancy. Do we wish to fill it - we are 'entitled' rather than required to do so - from the original list of candidates that would be John Landon. If he is not available we can co-opt a member with full rights or leave the place unfilled.
6.3.4. The Ross Bequest - For information - Mike Melville of Law & Admin East has passed on information on Donald Ross. (Appendix B).
6.3.5. Home Safety Forum - we are (again) invited to send a representative to the Forum's meetings. These are held in Cupar County Buildings at 2.30pm. Next is (was) 1/11/99.
6.3.6. Scenic Maps - Have written with some further comments on possible locations. The Bus Station is not felt suitable. Alternatives suggested include sites on Market Street, Church Square and South Street. Montage images are included of the likely appearance at these sites. They also answer some of the points of concern raised in July 5.1.3.
6.3.7. Fife Health Board consultation meetings - to discuss reshaping of the provision of acute hospital services in Fife. Remaining meetings are 3/11 Kirckaldy, 15/11 Glenrothes, 18/11 Lochgelly
6.3.8. Water Treatment Scheme - for information - East of Scotland water inform us of the imminent start of work on a storm overflow tank in Glebe (Woodburn?) Park.
6.3.9. Transportation Plan - Zebras: a letter from the Roads Service in early October informs us of the start of construction and notes that the concerns about the Madras zebra are the subject of ongoing consultation with Police and Cllr Hunter-Blair.

Appendix A - Report of the Millennium Committee for 1/11/99
a1. Hogmanay Ceilidh. The Committee had a meeting with Mr. Paul Marshall concerning the proposed Ceilidh. He explained that a letter was on its way from Fife Council allowing us to apply for the let, and also a form on which to apply for a grant which, if awarded, would cover part of the costs. He advised us that we could assume the let would be granted, and on that basis we should carry on with advertising the ceilidh. As far as the grant was concerned, we should advise the Council of these circumstances and ask for a grant in any case. It was agreed to follow his advice. Applications for the let and for the grant were put in shortly afterwards.
It was felt that an advertisement in the "Citizen" and posters round the town should be sufficient. Pete Lindsay kindly agreed to produce the posters and Murdo Macdonald offered to open his office for the sale of tickets (this started on October 30th). The price was agreed to be £12.50 as planned. All aspects of the Ceilidh are now provided for except the bar, which is being discussed with Mr. Marshall.
a2. Greyfriars Garden Site. The Committee discussed how funds might be raised with the aim of making a higher offer, but owing to the greater urgency of the Ceilidh, detailed discussions of this matter were postponed.
Appendix B - The Donald and Margaret Ross Bequest
from Mrs Williamson of Cupar. Donald Ross' wife Margaret was Mrs Williamson's grandmother's sister:
NOTE regarding the late MR. DONALD ROSS.
Mr. Donald Ross was born in Market Street, St. Andrews, on 17th August, 1868, the youngest son of Donald Ross and Margaret Cunningham, his mother being a native of St. Andrews. His father had come from Bonar Bridge in the Parish of Kincardine on the borders of Sutherland and Ross. His father and mother are both buried in the Cathedral Grounds of St. Andrews.
Mr. Donald Ross was himself educated at Madras College, St. Andrews, and often talked of the old Professors who taught him. At the age of fourteen, he left school and became an apprentice to a Mr. Nicol who had a business in either North Street or Market Street, St. Andrews.
After he had served his time as an apprentice, he was requested by a Mr. Marshall, who was a Baker and Confectioner in St. Andrews, to look after his business while he went on holiday to Ireland. Unfortunately, Mr. Marshall was drowned whilst on holiday in Lake Killarney.
Mr. Donald Ross then went to Cupar, Fife, as an employee of a Mr. Alexander Ross, baker in that town. Mr. Alexander Ross was not related to him.
After about twelve months in the service of Mr. Alexander Ross, Mr. Donald Ross decided to set up business on his own account and about 1892 acquired premises at 42 Bonnygate, Cupar, Fife, where he built up a very successful Baker's and Confectioner's business. He sold his business in 1925 and retired, spending his leisure time reading and gardening. He was also a keen bowler.
When his three daughters took over a business in Peebles in 1929, Mr. Ross and his wife moved to live with them there and decided to make their future home in Peebles.
Mr. Ross never lost his love for his native town of St. Andrews. He often spoke about St. Andrews in whose history he would take a keen interest. He was a frequent visitor there when he resided in Cupar.
Mr. Ross' three daughters, the Misses Elizabeth, Margaret and Agnes Ross, who reside at Mardon, Connor Street, Peebles, are very happy that their late father's estate should ultimately go for the benefit of the Burgh of St. Andrews.

2. REFURBISHMENT OF BANDSTAND - Notification has been received that the Community Council's application for enrolment in ENTRUST has been successful - this being a condition for the obtaining of a grant from Fife Environment Trust towards the cost of the bandstand refurbishment. Application has now been made to the F.E.T. for the payment of this £7,285 grant. The remainder of the costs will be met by equivalent funding from the Common Good Fund.
3. COAT OF ARMS SUB-COMMITTEE - The attention of Council is drawn to the necessity of ap-pointing a convenor to this sub-committee now to take over from Mr. Archie Muir in due course, before proceeding further with the business of the letting of the coat of arms.
4. EXPENSE CLAIM FORMS - These may be had from the Treasurer.
5. INVOICES - Councillors are requested to submit council
business invoices to the Treasurer as soon as possible so that
payment may be made promptly.

RECREATION COMMITTEE
Report for 1st November 1999
1) No new items to report.
Update on on-going items as follows -
2) Arms Committee - Separate discussion on this item.
3) Garden Competition Presentation - It was agreed that in future this would be altered by substituting Awards for Competition. It was further decided that the start time in future would be 19.30 hrs. (previously 19.00 hrs.)
3) Art & Photographic Exhibition - Lists circulating
a) Please give name if attending 'Pre-view' and if bringing a
guest.
b) This can only take place if we have the the Stewards to monitor
the Exhibition. Please enter name when you can attend.
4) Senior Citizens Xmas Tea. Funding has been agreed and this
will take place on the 21st December. If you are aware of any
pensioners resident in St Andrews who have not attended previously
please let me have their name and address.
5) 200 Club Report and request Chairman's permission to hold the Club Draw.
