Appendix A - Street Name

CIVIC COUNCIL (SCOTLAND) ACT 1982

ALLOCATION OF POSTAL ADDRESSES - ST ANDREWS

I have been advised by Councillor F Melville that an alternative street name for the Lawhead North development has been suggested. It is my understanding that the alternative street name is "Berry Place".

In order that Fife Council may give due consideration to the wishes of the Community Council I would be pleased to know which of the two suggested street names the Community Council prefers.

On completion of the development in question Lawhead School will be hidden from view from Strathkinness Low Road. The road that leads from Strathkinness Low Road to Lawhead School will not be subject to allocation of postal numbers. It has been suggested by Councillor Melville and supported by Councillor Hill that the road be named to assist delivery vehicles, emergency services, etc to locate the school. The street name suggested by Councillor Melville being "Lawhead School Lane" which given the circumstances seems most appropriate.

I look forward to receiving the benefit of the Community Council's Advice in early course and would add that this matter falls for consideration by Fife Council at the East Area Development Committee on 11th January 1999.

Student at St Andrews University

Studied Medicine In Edinburgh

Ship's Doctor with E. India Co.

1806 Entrepreneur: Chartered ship to Cape Town and Australia for relief of Hawkesbury River Floods. Arrived at time of 'Rum Rebellion' in Sydney (Bligh of Bounty fame was Governor). Continued round the world voyage - cannibals, shipwreck, etc.

1820 Joined up with Edward Wollstonecroft (Mary Shelley's brother [more likely Mary Wollstencroft's brother, uncle to Mary Shelly - JAL]). Chartered ship to take Brisbane to Sydney as Governor. Landed at Shoalhaven (on NWS coast South of Sydney). First lady at Shoalhaven has a 1797 by Bars. Brother and sisters joined him from NE Fife to develop agriculture. Member of NSW Legislative [Assembly?], etc.

1870 Discovered old University friend still alive. Extensive correspondence followed with his reminiscences. Reported in Sydney Morning Herald and St Andrews Citizen. St Andrews postmaster kept cuttings in a scrapbook ' now in University Library (fascinating reading).

In old age he fell out with his family. Rumour that he drew up a deathbed will leaving all his wealth (£250,000 in those days) to St Andrews University, but died before signing it, so all went to brother David! University spent best 15 years or so trying to get a mention in David's will! All sort of tricks tried! I still have not managed to find it all out from the Court Senate papers in Archives. In the end University got £100,000 (biggest endowment ever, I think). Some of this was used to endow the Berry Chair of English, founded 1897. Additional Berry Money (not in the will) was used to build University House in the Scores (Principal's residence).

There is a town called Berry in New South Wales (just inland from Shoalhaven) but no recognition in St Andrews. There are still family connection around (e.g. the Miss Browns in Hepburn Gardens). I have contact with the present owners of the estate, now run as a hotel/resort, and other Friends of AB in Australia, also the Historical Society and museum in Berry NSW.

...some more information about James David Forbes. His dates were 1809-1868. He was Prof. of Natural Philosophy (= Physics) at Edinburgh from 1833-59 (elected aged 24!) and Principal of United College, St. Andrews from then until his death. He had honorary doctorates from St. Andrews and Oxford. In those days the kind of doctorate by thesis that we know now was not bestowed. He was an F.R.S. and an F.R.S.E. He was best known for:

(1) his theory that the motion of glaciers was explained by their fluid nature, and;

(2) his discovery of the polarisation of heat.

1. New Flags

Agreed to buy new Saltire with Community Council funds initially. Fife Council to be further approached via Paul Marshall (East Area Halls Administrator) for occasional flags such as Tricolour.

2. St Andrews (1998) Foundation

Discussed draft trust document and general principles of such a fund-raising trust. On suggestion from Cllr Patrick Cassells that a second Community Council trustee be selected it was agreed this would be a good thing and that it should be ex-officio (from Vice-Chairs/Secretary/Treasurer); debated whether to recommend a fixed position, but none agreed.

Agreed to commend the trust to Community Council.

3. Revised Constitution

Rough draft of constitution and standing orders reviewed. Amended draft to be circulated as soon as possible for discussion/adoption at February Community Council meeting.

Questions raised as to the boundaries of our 'patch' - defined by the scheme map but we don't seem to have a copy of the map.

4. Formal Decisions in Council Meetings

Discussed worries that decisions of the Community Council are not always clearly delineated in meetings or in minutes, leaving us open to being mis- or re-interpreted. Agreed to try to increase the clarity of decisions, acceptance of reports and minutes etc.
